Each wing of the wheel has a black and a bright surface. The incident light heat radiation only heats the dark surfaces. The air molecules generate a higher pressure at this point, which leads to the rotation of the impeller.

This phenomenon was discovered in 1874 by the English physicist Sir William Crookes and has since been called the "Crookes' light mill".
